Citizen's handbook · September 2026 edition
Living in the city
How life in the city works for anyone, whatever your job: documents, families, bank, housing, vehicles and pets, with their prices; the roleplay style; what happens if you get hurt or arrested; how justice works and who to turn to. The rules are not here: they are in the rulebook, numbered, and each chapter tells you which one to check.
Chapter 01
Serious narrative roleplay
Here we play it straight: a bullet hurts, a sentence is served, a debt gets collected. At the same time there is room for cinematic liberties, like a movie-style heist or an impossible escape, if the scene gets better for everyone in it.
- The game limits almost nothing: you can cuff from a distance, take anything from someone with their hands up, shoot inside the hospital. The limits are set by the rulebook. See rule 1.3
- Losing is roleplay too. A scene you lose well is worth more than one you win by cheating.
- Your character has fears, debts and family: play them. Families and documents are handled at the Civil Registry (see the guide).
Chapter 02
Consent and sensitive roleplay
Some scenes touch delicate subjects: adult content, graphic violence, a pregnancy, torture. In the city these are played only if everyone in the scene agreed out of character, and anyone can step out at any moment. See rule 3
How to ask
Before starting, typing in chat with no command (OOP: out of character, only people nearby read it): "are you OK with the scene going this way?". Never with /ooc, which the whole server reads. If someone says no, or doesn't answer, it doesn't happen.
The stop phrase
If something makes you uncomfortable, type "this makes me uncomfortable" in chat with no command (OOP) or use /reportar. The scene stops right there, no explanations needed, and nobody may sanction or mock you. See rule 3.5
What never happens
Sexual assault in roleplay, sexual threats, harassment using the character as an excuse, and adult content with characters who are minors or look like it. No consent makes it OK. See rule 3.3
If it happens to you
Report it however you feel most comfortable: /reportar in game or a private ticket in #open-ticket. Staff handle these reports first. See rule 3.9
Chapter 03
Arriving in the city and your documents
- Welcome pack: at the airport welcome point you get $10,000, a phone, 6 waters, 6 breads and 2 bandages. Once per Rockstar account.
- ID card: free when you start. If you lose it, a duplicate costs $150 at the Civil Registry and the old one becomes void: if someone shows it, it says so.
- Licences: the driving licence card costs $200 and the gun permit card $300, as long as you already hold the licence (no licence, no card). The driving licence comes from the driving school; for guns, see gun licence.
- Showing a document: use it from the inventory and whoever is in front of you, within 3 m, sees it. Each document carries its registry number.
- Nobody may take your documents in a robbery. See rule 4.2
Chapter 04
Families and the Civil Registry
Everything is done with the Civil Registry clerk at City Hall in Rockford Hills (E in front of them). Invitations and proposals pop up on the other person's screen, and they have 2 minutes to accept with Y. Everything is paid from the bank. Screenshots in the guide.
| Procedure | Price | How it works |
|---|---|---|
| Founding a family | $2,500 | Name, crest (crown, lion, eagle, rose, sword, anchor, clover, star, flame, lightning) and colour. A city-wide announcement goes out. |
| Inviting | free | Whoever is next to you, with their bond: son/daughter, adopted child, father or mother, sibling, grandparent, grandchild, uncle/aunt, cousin or other (you type it). Any member can invite; the invitee always has to accept. |
| Fictional children | free | Characters with no player to complete the story, up to 10 per family. |
| Marriage | $1,500 | Both next to the clerk; whoever proposes pays and hands over the ring if they have one. A city-wide announcement goes out. |
| Divorce | $3,000 | Requested by one side only; the other gets a notice. Between marrying and divorcing the same person there is a 1-hour wait. |
| Certificate | $250 | Marriage, divorce or single status, with a verifiable record number. |
| Copy of the tree | $500 | An item with a family's tree; it can be given as a gift. |
- Each character can be in 3 families (their own and in-laws), and each family has up to 40 members (fictional children count).
- Family heads manage it: roles, invitations, editing, removing.
- The tree is history: nothing is erased. A divorce leaves the ex's branch dotted, and several generations show.
/f messageis family chat: online members of all your families read it.
Chapter 05
Money and the bank
- There are three pockets: cash (on you), bank and dirty money (from illegal activity). The HUD shows all three.
- Branches (Fleeca, Blaine County and Pacific, 8 in total): deposit, withdraw, transfer from $1 to $5,000,000 and see recent movements.
- ATMs: any ATM on the map works with E; no fee today.
- Dying and respawning without being revived loses your cash (and everything you carry); the bank stays.
- Every bank movement is logged: wages, purchases, transfers.
Chapter 06
Legal jobs
- You can hold up to 3 legal jobs, one active at a time, chosen with
/trabajos. The active one pays wages, opens its points and shows its actions in F6. Details in the guide. - There are police (LSPD), emergency services (EMS), garages, a restaurant, an estate agency, a car dealership, taxi, journalism and trades. How each legal faction works is in the legal factions handbook.
- Wages are paid by time on duty, according to rank, with a per-grade cap set by the administration.
Chapter 07
Housing
- The estate agency (
/inmobiliaria) lists free homes with photos, purchase price or weekly rent. Before deciding you can visit: you get 3 minutes inside. - Buying is paid from the bank; if you later sell back to the agency, you recover 70%.
- Renting: 1 to 4 weeks per payment, up to 8 weeks in advance. If it lapses, you have 48 hours to pay before eviction; after an eviction, your storage is kept for 14 days.
- At most 3 properties per character, bought and rented combined.
- Keys: only the owner hands them out, up to 8, with the other person within 5 m.
- Storage: 50 slots and 200 kg; the owner and keyholders open it.
- Furnishing: inside your home, H opens the catalogue and G picks the piece you are looking at. Up to 150 pieces, $20 to $1,500 each.
- On-duty police can enter any home (it is logged and you get a notice) but cannot open the storage. When they need a warrant: See rule 6.2.7
- Players' homes cannot be burgled.
Chapter 08
Vehicles
- Buying: RP Motors (land), RP Air (helicopters and light aircraft) and RP Marina (boats and yachts). You test before paying. See the guide.
- Keys: only the owner gives them, up to 6 copies, with
/llaves; they can revoke them all at once. K engine, L lock. - One garage: what you store at one car park comes out of any other. If you left it on the street and it vanished, it comes back on its own. The personal tow brings it in for $500.
- Impound: an impounded vehicle comes out for $3,000 at the lot, or $6,000 from any garage.
- Fuel: E at the pump. A full tank costs $1,000 and takes 50 seconds; cash is charged first and the rest comes from the bank, like a card. A jerry can costs $1,500 and refilling it $800.
- Plates: changing them is a supporter perk, at the garage, for $25,000.
- Free bikes and Faggios at the airport.
Chapter 09
Pets
- Adopt at the pet shop: husky $45,000, rottweiler $50,000, German shepherd $50,000, golden retriever $40,000, poodle, pug or westie $30,000, cat $20,000. Today's prices.
- Up to 2 pets per character, and only one out at a time.
/mascotasshows yours; the . key gives orders: follow, stay, sit, lie down, play dead, fetch, get in or out of the car, pet, put away. - Needs: hunger, thirst, energy, affection and health, which drop per real hour (only while you are online). If hunger or thirst hit zero, it loses health and faints.
- Shop: dog or cat food $150, water $80, treat $60, ball $300 (not used up), poop bag $20.
- Poop: every so often your pet does its business; a bag cleans it up, otherwise it disappears after 10 minutes.
- Vet: treatment $500, revive $1,500. EMS can also get it up, but not fully healed.
- If you move more than 150 m away or stand still for 20 minutes, it goes home on its own.
- Husky, rottweiler and shepherd defend their owner: they bite for 30 seconds whoever hurt them within 20 m. There is no attack command.
Chapter 10
Phone and communications
- F1 opens the phone: calls, messages, Birdy (the social network; promoting a post costs $2,500), DarkChat, Crypto and Services. The wallet uses your bank account.
- Emergencies:
/policia,/ambulancia,/mecanicoand/taxicall with your exact position (20 seconds between calls)./entornois an anonymous "neighbour" tip with an approximate position. - Chat:
/meand/doreach 20 m; typing with no command is OOP (out of character, only people nearby);/oocand/twtare city-wide;/anonis anonymous (staff can see who). - Radio: with a radio in your inventory, Left Alt to talk. Police and EMS channels are theirs only; the rest are open and anyone can create up to 4 password-protected channels.
- What of all this may be used in roleplay: See rule 2.1.3 See rule 2.10
Chapter 11
Terms you will hear
The usual names for roleplay offences, so you understand a report or a sanction.
- Metagaming (MG)
- Using what you know and your character doesn't: what was said on Discord, what you saw on someone's stream. See rule 2.1
- Powergaming (PG)
- Forcing the impossible or leaving the other person no choice: "/me ties you up, puts you in the car and drives you to the hills" in a single line. See rule 2.2
- RDM and VDM
- Attacking with no prior story (random deathmatch), or using a car as a weapon for no reason (vehicle deathmatch). See rule 2.3 See rule 2.4
- Value your life
- Your character wants to live: if someone aims at you up close or you are outnumbered, you comply. See rule 2.5
- NLR, new life
- If you respawn at the hospital, your character forgets the scene where they died and stays away for a while. See rule 2.6
- Combat logging
- Logging off, storing the car or switching characters to get out of a scene. See rule 2.7
- Bug abuse
- Exploiting a game bug. Reporting it with
/reportaris appreciated. See rule 2.8 - Camping
- Waiting at a spot to attack whoever shows up. See rule 2.3.2
- Fake hostage
- A "hostage" who is actually from the gang or an arranged friend. See rule 7.6.1
Chapter 12
Cuffs, searches and robbery
What the game allows, so you know what can happen to you:
- Cuffing (on-duty police; gangs, with zip ties, any time): works from about 4.5 m even if your hands are not up. See rule 2.13.1
- Searching: only if you are cuffed, have your hands up or are unconscious.
- Escorting, putting in a car or in the trunk: only cuffed or unconscious; the trunk takes one person and only in cars.
- Carrying someone conscious needs them to accept with Y; an unconscious person is carried without asking.
- Robbing: anything in the inventory can be taken from someone dead, cuffed or with their hands up, with no cap. What may and may not be taken is set by the rulebook. See rule 4
- Players' homes cannot be burgled: the game doesn't allow it.
Chapter 13
Dying and respawning
- Downed, you have 10 minutes for a medic to revive you. G calls for help on the emergency dispatch.
- After the first minute you can respawn at the hospital (Pillbox or Sandy Shores) for $2,500 from your bank.
- If you respawn without being revived, you lose everything you carry: cash, dirty money, weapons and items. Your bank is untouched.
- When you respawn, your character forgets the scene and stays away from that area for 15 minutes. See rule 2.6
- Logging off while dead doesn't help: when you come back you are still dead with the time you had left.
- With no medics online, the hospital's on-call doctor treats you for $2,000 and gets a downed person up for $5,000.
Chapter 14
Safe zones
Nothing in the game stops shooting anywhere: safe zones exist only by rule. They are the hospitals, the police station, the airport arrivals and the government offices. Inside, nobody robs or shoots, but they are not a refuge to escape the police either. See rule 5
Chapter 15
If you are arrested
Your rights
Whoever arrests you must read them to you before reaching the station: See rule 6.1.3
- To remain silent; anything you say can be used against you in a trial.
- To know what you are accused of.
- To a lawyer (if you have none, the DOJ assigns a public defender if someone is available).
- To one call.
- To medical care if you are hurt: EMS before the cell.
- To ask for a trial instead of accepting the police sentence.
If they were not read to you, your lawyer can use it at trial to reduce or drop the charges. See rule 6.1.4
What happens next
- The officer tells you what you are accused of and what you get under the penal code.
- You accept the sentence or ask for a trial. For serious crimes (class A) trial is mandatory.
- The fine arrives as an invoice under F5; if it is under $50,000, it arrives directly, without you having to accept it. Unpaid, after 3 days it grows 5% a day, up to double.
- Jail time is served at Bolingbroke. On entry, the system confiscates drugs, their ingredients, spray paint and all weapons and ammo, legal ones included.
- If you escape, the system does not put you back in the cell, but the police get an alert and the escape is another crime. See rule 7.11
Chapter 16
How justice works
- Crimes come in three classes: C (minor, fine only), B (fine and jail, sentenced by the police) and A (serious, they go to trial). See rule 8.1
- In one arrest the crimes add up, to a cap. See rule 8.2
- Any detainee can ask for a trial. The sentence can go up or down, and if nobody holds the trial within 48 real hours, it is halved. See rule 6.4.4
- Your lawyer negotiates with the prosecutor, who can offer a reduction if you cooperate. See rule 8.5
- The full table, with fines, jail minutes and when the gun licence is removed, is in the penal code.
Chapter 17
Gobernación and DOJ
The Gobernación is the city government inside the roleplay: governor or mayor and their cabinet. It is made up of staff and players chosen by staff, so it has a face in game and backing outside.
- It approves special roleplay, new businesses and the city's laws, which are announced in #anuncios. See rule 6.4.1
- It appoints the heads of the police (LSPD) and emergency services (EMS).
- Everything is requested by ticket on Discord, in advance.
- It does not hand down sentences or replace staff. See rule 6.4.2
The DOJ
The Department of Justice (DOJ) is the Gobernación's justice branch. It has no in-game tools yet: cases are tracked by number in #case-files-casos. For a citizen, the DOJ:
- Tries you if you ask for a trial or if your crime is serious, before an impartial judge.
- Gives you a public defender if you have no lawyer, when someone is available.
- Signs the warrants the police need to enter your home or search your business. See rule 6.4.3
- Runs the notary: transfers of homes and vehicles between players, and name changes.
- Takes complaints against officers (internal affairs).
The gun licence, step by step
- Ask the DOJ for approval (while it has no staff, the Gobernación by ticket). See rule 6.4.7
- With approval, buy it at any Ammu-Nation counter for $5,000.
- You can now buy the SNS pistol ($1,800), the bat and the light vest there.
- The permit card is issued at the Civil Registry for $300. If your licence is removed, it shows as REVOKED. The system doesn't check it on its own: the police ask for it.
Chapter 18
Organizations, in short
Criminal organizations come in three tiers: gang, mafia and cartel. Within each, they level up on their own from I to V through reputation. Each tier has an activity ceiling, and no organization attacks one of a higher tier except in an approved promotion heist. See rule 7.2 The details are in the crime handbook.
Chapter 19
Reports, sanctions and appeals
- In game:
/reportar(or F6 → Basics → Report) with one clear sentence: what happened, who and when. Staff answer without pulling you out of the city. 30 seconds between reports and at most two open. - With evidence or privately: a ticket in #open-ticket on Discord, with the clip if you have one.
- Sanctions: warning, admin jail (a separate cell at Bolingbroke; the clock only runs while you are online), temporary or permanent ban. Everything is decided with the server logs: deaths, money, items, joins and leaves. See rule 9.1
- Appeals: a ticket in #open-ticket within 7 days; someone who did not sanction you reviews it. See rule 9.3
